Instructions for Use of the National Library of Uzbekistan

 Users rights

A. The library realizes the right for all citizens to become familiar with the values of science, culture and formation. The basic users of the library are the citizens of the Republic of Uzbekistan and those living in its territory.

B. Citizens have the right to become users of the library after presenting a basic document proving their identity. Minors up to 16 years of age can present a basic document proving the identity of their lawful representatives. 
C. Users have the right to a free choice of choosing a department of the library according to their information needs. 
D. Users of Library have the right;
To receive full information concerning the structure of the library collections through a system of catalogues and other forms of library classification;
To receive advisory help in their search and choice of sources for information; 
To use the automated databases, including access to the Internet according to rules of access to databases for readers on the Internet; 
To receive in a timely manner, use of any document from the library collection, according to the instructions for the use of the library;
To use the interlibrary subscription to obtain documents from other libraries; 
To use special equipment for reading documents on microfilm and for listening and viewing audio-visual documents; 
To take part in community projects organized by the workers of the library; 
To receive other kinds of services, including paid services that are listed in the regulations concerning paid services of the national library. 

Users duties

A. Users are obliged to observe the instructions for use of the National Library of the Republic of Uzbekistan. Users who disregard the instructions for use and cause any damage to library property may be forced to compensate in the manner established by the given rules. They also may be subject to other responsibilities as stipulated by the legislation.

B. Users are obliged to take responsibility for the care of documents received from the library. They are expected to return them on time. They are trusted to not take them from reading rooms, the information-bibliographic department, department of manuscripts and rare books, or the showroom, Please do not mark in the materials you borrow or underline any passages. Do not pull out or bend pages. Also, please do not take out the catalogue card.

C. Upon receiving documents, the user should look carefully in them to detect any defects and inform a librarian, who will make a note of any marks.

D. Users who lose documents from the library collection or cause irreplaceable damage to them, are obliged to replace their them with an identical item or provide an equivalent that is recognized by the library. If replacement is impossible, it will be necessary to compensate the loss with an amount not less than five times the original amount.

E. Loss or irreplaceable damage to library property caused by a minor becomes the responsibility of their parents, protutors, trustees, or the educational institution, or medical establishments under whom the minor is supervised.

F. Infringement of these rules by a library user may cause the loss of physical and legal rights to use the library for the term established by the administration. This term may be no less than three months in duration.

G. Users are obliged to guard their library ticket and to not loan it to any other person. If a library ticket is lost, the user is obliged to declare it in the division of accounts and control. Users who lost a library ticket within the last five years, and also users who did not declare it missing, are given a penalty in an amount established by the administration.

H. Annually, from the date of January 1st, users are asked to re-register their library ticket by presenting their passport and informing the library of any changes of address for their place of study, work or residence. Users who do not re-register will not be served. All outstanding debts must be paid for eligibility to re-register.

I. Users are asked to observe order and silence in the library, to follow all regulations, and to show their library ticket upon the demand of a librarian.

J. Users are asked to be careful with equipment, to maintain the integrity of the equipment and to not damage the software.

Library rights

The library has the right:
A. To define, according to legislation, the nature and the amount of indemnification of damage caused by users; 
B. To define the sum of a pledge consisting of grants of rare and valuable editions, and also in other cases; 
C. To withdraw documents or employ items from the collection, except for documents consisting of cultural and historical value. This is according to the rule of exception granted for documents on the basis of working normative legal certificates; 
D. To carry out enterprise activity, with a view of expanding the list of services offered to users and the social-creative development of the library, under the condition it does not render damage to its primary purpose; 
E. To define the conditions of granting contractual services with legal and physical persons; 
F. To be united in the order established by the legislation concerning associations (unions); 
G. To carry out cooperative endeavors with libraries and other establishments of foreign countries, to conduct the international book-exchange, to join international organizations, and to participate in the growth of the international library community and other programs; 
H. To make other actions which are not in contradiction with legislation.
